2023 Comprehensive Plan Update
The 2023 Comprehensive Plan was adopted by the Lower Windsor Board of Supervisors on November 9, 2023, after more than18 months of work by the Planning Commission, staff and C. S. Davidson as professional consultant. Numerous residents participated in the meetings.
Surveys were made available to collect information from residents and property owners in the Township and used, as well as interviews with local stakeholders to develop the Plan.
A comprehensive plan is policy document, created and used by a local government to assist in decision making regarding land use, the transportation network, the housing stock, and the provision of services. The foundation of the comprehensive plan is the community with which it serves. Resident and property owner feedback regarding land use, transportation and housing needs, growth and development, and community character are used to develop the plan’s priorities and implementation strategies.
As developments and projects are proposed throughout the Township, compliance with the guidelines in the Comprehensive Plan are reviewed, so that future growth is in line with the tenets set in the Plan. Strategies in the Plan will focus decision making in the Township through 2042.
With the approval and adoption of the Comprehensive Plan, the Township now moves forward to implement the recommendations made in the Plan. The Planning Commission is working to update the Zoning Ordinance at monthly workshop meetings.
